Insects in food storage

We are beginning to store staples. I just opened a bucket of beans to discover insect larva! Also in one bucket of rice. How do you prevent this? I have set the buckets outside since the temps will be below freezing all week. We bought new plastic buckets with tight lids and still got the invaders. I hope you have an answer to this situation.
